The C&AG's office is insisting that every Association should amend its constitution prescribing a quorum of 1/3 of the primary membership for its meeting. The C&AG's office is fully aware that in the Audit wing it will be impossible to mobilise such a quorum as the members are always on field duty or in Resident Audit Parties at outstation and hence it will be an expensive exercise for the Association. But why then is this insistence? The idea appears to be to immobilise the Recognised Associations. When associations are immobilised anything will be a simple task for the Authorities.
